Our mission is to provide objective, technically rigorous services that support safe and compliant outcomes across the built environment.
Independent Professional (IP) services play a critical role in the Building Permit and Occupancy Permit processes by providing impartial technical review of permit documents, construction activities, and life safety systems.
Prolyne brings together a team of highly skilled life safety professionals with extensive experience in conducting CAN/ULC-S1001 Integrated Systems Testing (IST) for a wide range of building types.
As a third-party reviewer, Prolyne provides review and inspection of firestopping, fire separations, penetrations, joints, and other passive fire protection systems for compliance with tested assemblies and applicable code requirements.
Prolyne provides independent assessments and reports addressing the fire protection of adjacent buildings during construction.
Navigating building codes and permit requirements requires clarity, experience, and sound professional judgment. Prolyne Independent Code Consulting provides independent, objective, and technically rigorous code and life safety services that support informed decision-making across all project stages—from design through construction and occupancy.
As a trusted third party, Prolyne delivers independent reviews, technical analysis, verification, and testing in accordance with applicable governing building codes and standards. We provide clear, defensible guidance that supports compliance, manages regulatory risk, and contributes to safe, reliable building outcomes.
The Independent Professional (IP) plays a key role in Building Permit and Occupancy Permit processes through the technical review of permit submissions and construction activities. Prolyne’s IP services emphasize consistency, transparency, and thorough documentation to ensure code compliance issues are clearly identified and resolved.
Our engineers have supported multiple Authorities Having Jurisdiction (AHJs) in establishing and administering IP programs, including the Victoria Airport Authority (VAA), Tsleil-Waututh Nation (TWN), Tsawwassen First Nation (TFN), and the Windsor–Detroit Bridge Authority in Ontario. We have also provided third-party review and verification services for organizations such as YVR, UBC, College of New Caledonia, Port of Vancouver, BC Housing, and the Cities of Vancouver and Burnaby.
Prolyne brings experience across a broad range of building types and scales, including commercial, residential, industrial, transportation, and institutional projects. Our team’s in-depth knowledge of codes and standards enables us to navigate complex regulatory environments with professionalism and technical rigor.
Led by Jan Madura, P.Eng., CP, Prolyne draws on a broader network of experienced professionals to deliver independent code and life safety services across BC and Canada.
Prolyne currently consists of a core team of six professionals with experience in code consulting, fire protection, permitting, Integrated Systems Testing, and construction review. Depending on project scope and technical requirements, Prolyne can also draw on a broader network of experienced specialists. This includes access to senior mechanical and electrical engineering consultants to support projects involving fire alarm systems, smoke control, emergency power, integrated systems, special fire protection systems, and other complex building services coordination matters.
In addition, Prolyne works with part-time senior code consultants who bring many years of experience working with major Lower Mainland municipalities and Authorities Having Jurisdiction. This allows Prolyne to assemble the right team for projects of varying size, complexity, and jurisdictional requirements.
Jan Madura leads Prolyne’s independent code consulting and life safety practice. With over 25 years of engineering and code consulting experience across BC and Canada, Jan has built a strong reputation for providing practical, independent, and technically rigorous advice on complex building code, fire protection, and permitting matters.
